What is your best advice for people on how to recruit great team members?

One would have to be to constantly interviewing and on the look out to hire even when you do not think you require that person right now.

Attitude over aptitude and skillsets. Always look for the right fit. The right fit culture wise, the right attitude for the role, etc.

Get all the team members to interact with the incoming person if possible (especially in a small team).
